The EMH of the U.S.S. Khitomer
An Emergency Medical Hologram, or EMH for short, is a holographic program designed to emulate the humanoid form while providing medical assistance in emergency situations. EMHs can stand in as the chief medical officer for a starship or starbase when needed.
Although the Doctor has been formally recognized as a sentient photonic lifeform in 2394, the legal status of all the other EMHs in the Federation is still disputed.
